Also, establish formal agreements with each subrecipient and contractor, and that they include terms and conditions that mimic the requirements for the recipient or pass-through entity. Some questions you might want to ask yourself (and document): Is the partner on the SAM.gov excluded parties list and cannot receive federal funding?
