The de minimis rate may be applied to all modified total direct costs, which includes all direct salaries and wages, applicable fringe benefits, materials and supplies, contracts and services, travel, and up to the first $25,000 of each subaward. Negotiate and maintain an indirect cost rate agreement through its cognizant agency.
