NIH found that topic selection accounted for 21% of the funding gap between Black and White researchers. Or, to say that another way, the issues Black scientists most want to address appeared to hold the least value for those awarding NIH grants. Agencies tend to award grants to the usual suspects. There’s little surprise there.
